Major Changes to PGWP Eligibility: What International Students Need to Know

On June 25, 2025, IRCC introduced significant updates to the list of academic programs that qualify for a Post-Graduation Work Permit (PGWP) — a move aimed at aligning study-to-work pathways with Canada’s labour market needs.

1. What Changed?

  • 119 new programs were added to the list — mostly in healthcare, education, social services, and skilled trades.
  • 178 programs were removed, based on labour market priorities and current job shortages.
  • The total number of eligible CIP (Classification of Instructional Programs) codes is now 920.

This is part of Canada’s broader goal to create stronger pathways from study to work and permanent residence — especially in key sectors where talent is needed.

 

2. Who Is Affected?

The Field of Study Requirement applies to all students who applied for a study permit on or after November 1, 2024*

  • If you applied before June 25, 2025, your program remains eligible, even if it has now been removed — you’re grandfathered in.
  • If you applied on or after June 25, 2025, your program must now be included in the updated list.

*Note: These updates apply only to non-degree granting programs (college-level diplomas and certificates). Degree programs (bachelor’s, master’s, PhDs) are still eligible by default.

 

3. Language Requirements

Language requirements for PGWP eligibility remain unchanged:

  • 📚 For university-level programs: CLB/NCLC 7

  • 🛠️ For non-degree programs: CLB/NCLC 5

This helps ensure international graduates are equipped for the Canadian job market.

 

4. Why These Changes?

This policy update reflects Canada’s shift toward a skills-based immigration model. It’s aligned with:

  • Express Entry category-based draws
  • Labour market shortages in health, trades, social services, and education
  • The need to better manage the number and type of PGWP holders transitioning to permanent residence
